Bonnie Carroll is President of Information International Associates, Inc. (IIa), an information resource management company whose mission is to support government and industry in managing information as a strategic resource. She is also the Secretariat Director of CENDI (Commerce; Energy; EPA, NASA; National Libraries of Agriculture, Education, and Medicine; Defense; and Interior Information Managers Group), an interagency cooperative effort of the STI managers of ten major science and engineering agencies and a Senior Consultant to the Biological Resources Division of the U.S. Geological Survey.

In the past few years, Ms. Carroll has participated in a major assessment of STI in the U.S. for the National Science Foundation, the development of a topography of science and technology information systems for the Library of Congress, and development of a system to provide input to the DOE's Energy Science and Technology Database. She has been a senior advisor to the NASA STI program and did a market survey for the Department of Commerce to examine U.S. industry requirements for foreign scientific and technical information. She has been a consultant to foreign and international organizations including the Kingdom of Jordan, UNESCO, and the International Council for Scientific Information (ICSTI).

Before going into private business, Ms. Carroll worked at the Department of Energy's Office of Scientific and Technical Information as Director of Program Development and International Activities and Deputy and Acting Assistant Manager for Information Services. She spent seven years at the Oak Ridge National Laboratory as Information Center Coordinator, Staff of Program Planning and Analysis, and as Information Specialist and Librarian. Her professional career began as a reference librarian at Cornell University.

Ms. Carroll served on the Board of U.S. Internet, a major Internet Service Provider in the Tennessee Valley until it went public in March 1999. She is a past President of the American Society for Information Science (ASIS) and was the 1988 recipient of the ASIS Watson Davis Award. She was the 1993 94 Chairperson of the American Association for the Advancement of Science (AAAS) Section on Information, Computing and Communications. Ms. Carroll also is past Chairman of Documentation Abstracts, Inc., owner of Information Science Abstracts. She was the vocabulary liaison in software engineering under the International Standards Organization, Joint Technical Committee on Information Technology (ISO/IEC JTC 1/SC7). She has lectured and published widely on information futures, the value of information, information policy and management, and information analysis centers.

Ms. Carroll has a Master of Science degree in Library and Information Science from Columbia University and a Bachelor's degree from Cornell University.
