Is the DSAO* a good Model for African Exploitation?

DSAO has represented for the past 12 years for the countries of The Pacific Rim of Asia (and slightly later for Oceania) a CODATA Task Group held in high esteem for its productivity and effectiveness.  Unlike most T.G's it was not content merely to observe and compile but endeavored to bring the less progressive countries into full-fledged membership in the information age!  It accomplished its mission very effectively, and kept CODATA apprised of the rapid enhancement of the region's achievement.

It found funding not alone in CODATA itself, but also in convincing the region's National Committees of its worth.  Their modus operandi and their success and unusual achievement under their three successive Japanese chairmen are described, as well as their frequent meetings, workshops, and conferences often attended by CODATA officers as well as their hundreds of pages of progress together with database descriptions and database directories in CODATA Special Reports and culminating in a bilingual Resource Handbook of Science and Technology on the Web which---although it enjoyed support from other sources--- was characteristic of the mind-set of the Task Group.

In it's original deliberations on funding of the Task Group the Executive Committee was motivated by curiosity of what (exotic) subjects might be hidden by the language, but were surprised in the end with the worth and valor of the Task Group.  Could not a similar indomitable endeavor yield fruit in Africa? 

A brief discussion of interesting, recent developments in databases widely used by many disciplines and environmental endeavors---such as thermodynamics, for example---provides insight into typical problems involved in the new millennium vis a vis database generation, creation, and in the concurrent and subsequent effects on data mining.

Third Proposal 1988.  Funded as Task Group!  Curiosity of Executive Committee and that of Pacific Rim Countries. [Funded]

Has had a 12-year run as a Producing Task Group- bringing the less developed neighbors into "The Information Age" and benefiting in cooperative multi-national database projects.

DSAO Survey of Data Sources in Asian-Oceanic Countries

Terms of Reference:

This task Group, established as a Working Group in 1987 and upgraded to a Task Group in 1988, has produced a Directory of East Asian Data Sources and Three Special Reports

The Task Group seeks to be effective in promoting and enhancing the development of reliable databases in its region of concern

 The Proceedings of the last recent Task Group Meetings in Korea, Japan, and in India has been published on the Web (http://codata.kordic.re.kr/proceeding/codata.html)

The Task Group plans to organize several meetings for management standardization, and quality control of data in Asia and Oceanic countries.  Output of these meetings will also be published in print or on the Web.
