The Role of Scientific and Technical Information in Moving Toward a Knowledge-Based Economy in the Developing World: A Discussion of Select Issues

Scientific and technical data and information (STI) are fundamental components for developing new knowledge, advancing technological progress, and creating wealth. The rapid rise of digital technologies in collecting, processing, and making available vast quantities of STI has become one of the most significant mechanisms for economic growth in the most technologically advanced countries, leading to what is frequently referred to as the knowledge-based economy. This presentation will examine some of the scientific, technical, economic, legal, and public-policy issues that need to be addressed in enhancing access to and use of STI for research and development in West Africa and in other developing countries.
