The Development of Community-based Information System To
Empower Indonesia e-Government Implementation

E-government has become important applications in any country. The e-government applications, such as government’s portal and online tax payment help simplifying the bureaucracy. People will get most benefit and shall experience the real advantages of Internet online system. The significance of Internet will be not only to provide web-surfing and email facilities but also to help people in any kinds of administrative-related things. The construction of e-government has been the construction of Information System connecting government with its society.

The infrastructure and application’s content determine performance of e-government implementation. Most developed countries has set broadband as main infrastructure while the application were designed to be attractive and easily accessed. By assessing its infrastructure and number of people who utilize the applications, European countries and USA have achieved good performance for their E-government implementation.

However, E-government just began in developing countries, such as Indonesia. For its beginning, the actions was only constructing Government’s website ( .go.id / .gov) while its portal haven’t performed many advanced applications. The limitation of Internet access and people awareness are main problem, therefore e-government has to consider social condition of Indonesian society and its cultural behavior.

In this paper, we propose the development of Community-based Information System (CIS) that may empower Indonesia e-government implementation. The CIS are designed by considering Indonesian societal system which is structured by communities. The CIS are formatted based on 1 (one) primary portal that groups numbers of community’s webs. It places applications that make people willing to access. Therefore, CIS will contain community’s data which benefit either for its society or outer people who visit the web. This paper will describe the construction of CIS and further implementation method in empowering Indonesia e-government system.
