Title: The New Milestone of China’s Scientific Data Archiving and Access

 

Abstract:

How many scientific databases have been archived in China ? Who took the responsibility for the long-term preservation? How open are these resources to the scientific communities, as well as to public users? In order to support decision-making in the Scientific Data Sharing Program of China, one of the six programs of the NFII (National Facilities and Information Infrastructure for Science and Technology of China), a detailed survey about the status of scientific data archiving and access in China was undertaken by a professional team from 2003-2005. This talk reviews the results of the survey, and describes the series of recommendations reported to MOST. Finally, the talk describes a new policy – Integration, Open Access, Efficiency and Advance – that was confirmed to be the national policy for the NFII published formally in the China ’s Mid-Long-Term Planning for Science and Technology made by the State Council of China in February 2006, which is the new milestone for scientific data archiving and access in China .

 

Bio:

Liu Chuang is Professor and Director of Global Change Information and Research Center, Institute of Geography and Natural Resources, Chinese Academy of Sciences, and Director of World Resources Research, School of Resources Science and Technology of Beijing Normal University, Beijing, China. She is Panel member of ICSU Priority Area Assessment ( PAA ) on Scientific Data and Information. She currently serves the ICSU Committee on Data for Science and Technology (CODATA) as Co-Chair of Task Group on Preservation of and Access to Scientific and Technical Data in Developing Countries and CEOS (Committee of Earth Observation Satellites) as the User vice Chair of the Working Group of Information Systems and Services (WGISS). She is Chair of Spatial Data Committee of Chinese Associate of Geographical Information Systems (CAGIS) and Associate Director of the Information Center of China National Committee for IGBP and IHDP. Dr. Liu is Working Group member of China National Scientific Data Sharing Program. She got her Ph.D. degree in Department of Geography, Peking University , China in 1989. She had teaching experiences in Peking University from 1989-1992 as an associate professor, visiting professor in University of British Columbia, Canada from 1992-1993, Post-doctor fellow in University of Michigan and CIESIN in 1994 and Information Scientist in CIESIN from 1994-1998. She also served UNDP/FAO and Asia Development Bank as the GIS Consultant and Technical Assistant. She took her present position in Chinese Academy of Sciences in 1998. She is now active in research on the broad issues regarding strategy, technology and capacity building for open access to environmental data. She is geographer in GIS and Land Use Planning.
