Post-seismic emergency response is a important tools to reduce seismic losses.  This paper presents a database that is designed to give an aided-decision for governors or commanders with responsibility for organising the rescuing and distributing  materials and strength. In this database, the following contents are included, such as distribution of population in pre-seismic events and injured or death in post-seismic based on single building,  damaged building, damaged transport networks and other lifeline systems,  distribution of assignable materails for rescuing, earthquake damage of police-station and other forces for social  welfare, damage degree of important buildings such as government offices, school and large public buildings, important production systems, damage of secondary disaster sources, etc. By use of this database, the commanders can formulate highly effective strategies to prepare materails and forces for rescuing and implement drawn emergnecy plans. this database is developed based on geographic information system(GIS) and owns the same functions of  database in GIS
