The National Basic Condition Platform for Science and Technology (NBCPST) is supported by Ministry of Science and Technology, it is a system that recombines and optimizes the national basic conditions and resources for science and technology, by using the modern information and network techniques.  NBCPST aims to improve the configuration and the comprehensive exploitation level of the science and technology resources and hence to enhance the research and innovation ability of the Chinese science and technology community.  One of the key parts in NBCPST is the sharing platform for the resources of natural science and technology. 

The Committee on Type Culture Collection of Chinese Academy of Sciences was organized by Chinese Academy of Sciences in April. 1996. The Committee includes 9 members of Culture Collections, these are: China General Microbiological Culture Collection Center(CGMCC), China Center for General Viruses Culture Collection(CCGVCC) Cell Bank, Kunming Cell Bank, Gene Bank, In vitro Plant Germplasm Collection(IVPGC), the Rare, Endangered and Endemic Plant Germplasm Collection(REEP), Marine Biological Germplasm Collection and the Freshwater Algae Culture Collection(FACHB) and a Information Network Center responsible for establishing database and sharing information among the Culture Collections members and the public. Up to now, about 16000 strains have been collected, including 13000 microbial strains, 280 cell lines, 460 genes materials, over 300 cell lines and 400 tissues from rare, endangered and endemic animals, 760 strains of viruses, 298 in vitro plant germplasms, over 600 strains of freshwater algae and 100 strains of marine algae, over 370 rare, endangered and endemic plants germplasms.
